First option is possible only when umbrella is wide enough(have you heard of a word called ‘constraint’ in a solution scenario-if not then this is it-the narrow umbrella here) and in this option one who likes rains will miss the chance.

In the second option risk free person can only psychologically increase familiarity with rains of the person with 100% risk perception ,aiming for the day when even one umbrella would not be needed.

If latter was true then umbrella industry might see large tumble in revenues- some towns in China may have bankruptcies. Irked by this China may stall imports from your country and relations may strain in trade and may go on to war. If you have nuke like China then it may be world war.

Conclusion; Your not using umbrellas in rains may result in WW-III
