This is a collage that I made using an effect on PicsArt. I used one of the PopArt effects in the effects tool area of the app. There are two styles of the popart effect, I used the second one because the colors are better. You can change each different color as you would like as well. You can also choose how saturated the colors are.

I am sure you could edit the photo 4 different times and put the collage together yourself, but this makes creating an image like this a lot easier.
