That depends on what you mean by “claiming”. Theoretical physicists are perfectly entitled to theorise, and the best way to disprove a theory is to show that – if true – it would lead to incompatible or impossible conclusions. Anyone can therefore make a claim, and until it is shown to be false it is as good a solution as any other claim based on theory.
