During winter very rarely it snows in my area but frost is a very common phenomenon here, especially in January.
What you see in this picture it isn’t snow but frost. I read that frost is the formation of a layer of ice crystals on the surface or foliage due to the drop of the temperature. It is very cold but it is also so beautiful that it is impossible not taking a picture and admire what nature can do.

I think hoar frost is one of the most beautiful things on the planet.
