The Constitution is the basis of law in the United States of America. It describes the form of government and the powers granted to the federal government and delineates which powers remain in the hands of the states. There are provisions for making changes as they are deemed necessary and this has been done 27 times since the original document was written. The first ten of these amendments are known as the Bill of Rights and were passed almost immediately to fix what were viewed as shortcomings in the original document.
