Street beggars in the yuletide season

One drawback of the Christmas season is the proliferation of street beggars in the city. Government officials are doing nothing about it. One mayor even said that we just let those beggars from the provinces come to the city since they stay only for a short time. The Christmas season is for giving, added the mayor.

In my personal investigation, most of the beggars who are carrying an infant are fake. They hire the infant to make them more attractive to givers with the sympathy that the infant would get from the public eye. So now it is clear to me that generally Christmas is for giving but some people Christmas is for asking.
