One dog breeder said that breeding is for passion and not for money because when there is an excess in population then the puppies wouldn’t find a good home. The so called puppy mill is getting popular in a tourist city called Tagaytay. Roadside vendors have been selling puppies of different breed but with no certification. It seems that the government is not doing anything about it.
