This hotel was found completely intact. Power and water were on, automatic machines were running and it felt as if people were going to appear at any moment! Why do people do this? Even if deals go wrong, there is such a huge shortage of clinics and hospitals why can local authorities not attach such places and put them to use?

You are right, many places are now being used for medical facilities. Our huge sports complex in Nashville is being turned into a hospital for now.
