One of the traits of Forrest Gump was that, being a borderline moron, he had to focus on one thing at a time. Hence he could follow instructions perfectly because there was no other thought in his head.

If you are focusing on the cars passing by, really focusing, you can see how many Toyotas are on the road. You can see how many taxis. How many buses.
You can note that there are more Toyotas than other cars, notice the plethora of taxis and the dearth of buses. Hence, by putting more buses on this route one would cut down on taxis and private cars.
It isn’t magic, it is simply observation.
