There are too many stray animals here that are usually dogs and cats. Whether stray with no owner or loose with owner, those animals are out there in the streets. They are the agents of diseases like rabies and distemper for dogs.
There ought to be a law. But there is a law that unfortunately is not being enforced. That problem here is not the lack of law but the lack of initiative for the authorities to do their part in the enforcement.

I see stray animals here and I feel so terrible for them because they were abandoned and thrown out to either die or hopefully find someone that will take care of them and not abandon them again.
I see stray animals that were abandoned and it is not their fault and they are not the cause of the virus.
