Pestering loose cats

I understand that cats in our culture are not put on leash no put inside a cage. But letting them out of the house is simply improper for those loose cats disturb our nights. They would be fighting or making love calls that would wake us up nearing midnight. We seem to be helpless since harming or killing an animal is against the law.

The only thing we can do is to add a screen to our fence so that those pesky cats would not have an easy time in entering our property. Now we can somehow deter them although I know that the screen is not 100% protection from them.
