Getting a traffic violation ticket

This is not about the traffic on the road or should I say the violation of the road regulations. In consonance with the lockdown, the checkpoints are now very strict in allowing travelers. Each person should have a quarantine pass which is the permit to go out of the house. If there is no pass then the driver of  the car will be issued a traffic violation ticket.

Isn’t that too restrictive to issue a traffic ticket when they just wouldn’t let the vehicle pass through? I wonder why so much restrictions now that people are getting hungry with no jobs, movements are restricted and now there is a fine or a traffic violation ticket. I  really wish that this virus episode will end soon.
