When the stray dog multiplies

In spite of the law against stray dogs there are still many stray dogs in our village. Making matters worse is that those stray dogs breed right on the street. When they give birth they just do it in any nearby sidewalk. It is a sad situation that puppies would be born on the sidewalk from a dog without an owner. Fortunately some people would take care of the puppies. But what about the stray dog mother?

What is needed is discipline. The local government should capture all loose and stray dogs so they cannot breed anymore. There should be a proper rescue center to take care of those dogs.
