The face mask is designed to cover the mouth and the nose which are the main source of droplets. When the person is a carrier of virus then the virus may come out of his mouth or nose via coughing, sneezing or even just by talking or breathing heavily.
One fish vendor who pulled down the face mask to her chin in order to breath fresh air was penalized. It so happened that someone took her picture. When reported to the market administrator she had to pay the price of being suspended to sell for 2 weeks.
