The red fire hydrant

I have taken this picture in one commercial center where the supermarket is situated. When I posted it in Facebook, some friends said that the fire hydrant should be colored red. That is the standard color of the fire hydrant for the firemen to easily spot it from afar. It makes me wonder why the fire hydrant in the picture is not red.

When I came back to the place, I asked around. The security guard agreed with me that the fire hydrant should be red. Okay, but why is it not red? The guard could not give an honest answer, he just stammered.
