The hobo on the overpass

I have noticed the hobo sleeping on the overpass too often. People in the vicinity say that the hobo lives there and he sleeps wherever he wishes. In this case the question on my mind is about the government, what they are doing to those kind of people. For all we know that hobo may be a risk to society.

Based on my further investigation the hobo was a drug addict. He lost his mind due to drugs and probably he is still on drugs. I once saw him smoking. Is that a sign? Maybe yes and maybe no but that kind of person is a liability in the society.
