Architects of big structures particularly of the malls and other public places are concerned with the surface of the floors. There are now the so called non-slip tiles that prevent people from slipping and figuring in a falling accident. That happened to my wife when she fell on a slippery floor that caused a fracture of her arm. It is good if the construction people particularly the engineers would prefer the choice of the floor surface, be it tiles or simple concrete. Of course, wood is another matter.
Now the malls are aware of the potential accidents that they are quick to place cautionary signs when the floor gets wet. Outdoor floors like that in the picture naturally become slippery when it gets wet by the rain. And if there is nothing to tell the people that there is a risk then accidents can really happen.

Personally I think that it should be forbidden to use material on floors that become slippery when wet in public buildings inside and out. Even if there is a warning someone can still have an accident.
