Puppies to be given away

Whenever the dog would be pregnant and would give birth to puppies the owner would always give away the puppies. I can understand if they are selling the puppies because that is for economic purposes. But for giving away the puppies for free I guess that is out of logic already.

There is a law against loose dogs and stray dogs but it is not enforced. Most of those loose dogs would get pregnant and the puppies would be born by the sidewalk. That is the reason why animal diseases here are spreading.
