Puppies on the sidewalk

The puppies in the picture are born on the sidewalk and until now, after 3 weeks, they are still on the sidewalk. Although there is a hovel made by a person living nearby, it is not enough to protect the little puppies. I wonder if they needed to be rescued.

The problem with stray animals is when they multiply. The babies can die just like that due to neglect. The mother dog cannot provide all the needs of the puppies. So whether it is a dog or a cat or any other stray animal, they should not be on the road.
