Bad business for restaurants and other eateries

In our first trip to the mall, I did some investigating of restaurants and eateries on how they are doing not only with the protocols but also with their business and sales. The first restaurant has only take-out orders and no dine-in. There were about 6 customers. The next restaurant has 3 diners only. In the vast food court the diners were a handful as can be seen in the picture.

This is a bad scenario for the restaurant industry. It seems that people are scared of dining out so they just order if ever. What about the protocols? They are good and I think effective but people are still afraid to eat out.
