A vegetable garden in vacant lots

In our village there are many vacant lots. To my estimate about half of the lots are still empty. Why not use them for planting vegetables and other edibles like small fruit trees? I had once suggested that to the village officer. The investment is small for the labor. The projected harvest can be sold at a lower price to the residents.

The problem of asking permission deflected the progress of the project. It is not easy to ask permission to the owners of the land. And I agree that it is not a good idea to use the lot without permission. So there, an opportunity lost.
