Parsons had  committed a Crime;  he was talking in his sleep.  He full accepted what he had done.  He was guilty of having  said Down With Big Brother in his sleep.

He told Winston he was glad he had been caught.  

“Do you know what I’m going to say to them when I go up before the tribunal? “Thank you,” I’m going to say, “thank you for saving me before it was too late.”

Winston asked him who had turned him in.

With strange pride Parsons said;  ‘It was my little daughter.”  And explained how she had listened at the keyhole, and told  the patrols the  next day. He seemed so proud of this.

Then,  went to the toilet.

Winston covered his face.

The voice in the telescreen ordered him to uncover his face.  

The toilet could not flush, and the cell now stank for hours.

(The symbolism is not lost)
