Goldstein’s book explains that War accomplishes  necessary destruction, in a psychologically acceptable way.

Wasting surplus labour  building temples and pyramids, digging holes and filling them, producing goods and setting fire to them provides only the economic and not the emotional basis for a hierarchical society.

What is desired is  the credulous and ignorant fanatic whose prevailing moods are fear, hatred, adulation, and orgiastic triumph;  the mentality appropriate to a state of war.

Whether there is a war or not doesn’t matter as there will never be any decisive victory.   All that is needed is that a state of war should exist.
