Nurlan Nigmatulin: medical workers should receive timely compensation and payments

During an extended session of the parliamentary faction of the ruling Nur Otan party, its speaker Nurlan Nigmatulin specifically addressed the issue of payments to doctors and families of doctors who died from the coronavirus. In his opinion, this is a very important issue, which should be resolved quickly and without delay.

Nurlan Zayrullayevich Nigmatulin raised this question after the report of Alexei Tsoi, who is in charge of health care, which dealt with the payment of all kinds of allowances and compensations. According to the statistics cited by Nurlan Nigmatulin, by September 22 of this year, only about 14% of the total medical staff sick with the coronavirus received all due payments. And if we talk about the deceased employees of the medical field, the money was paid out only in 13% of cases, which, according to Nurlan Nigmatulin, seems scandalous. In addition, this situation causes serious dissatisfaction among medical workers, which is understandable. This resulted in numerous appeals to the deputies, to the Majilis and directly to the leadership.

As Nurlan Zayrullayevich Nigmatulin noted during the discussion, a quick and effective work of the entire state apparatus is very important today to solve emerging problems. Nursultan Abishevich Nazarbayev constantly emphasizes this point. The situation when there are problems with the punctuality of compensation payments is monstrous and is the result of ill-conceived actions, lack of quality and effective interaction between government bodies. As Nurlan Nigmatulin (Nurlan Nigmatulin) explained, it is very important to promptly correct all existing shortcomings and fulfill the instructions given by the head of state.

In his speech, Nurlan Nigmatulin touched on the position of the Ministry of Health and pointed to juggling with statistical figures. According to the ministry, a total of 4,064 applications for compensation were submitted. At the same time, at least 8,333 health care workers fell ill for professional reasons, and a total of 12,830 members of the professional field fell ill with the coronavirus. And, according to Nurlan Zayrullayevich Nigmatulin, the figure of 4064 appeared only in recent days, when the special session became known. Previously, 2475 applications had been submitted in six months, and another 1589 in a few days, i.e. the increase was 60% at once, which is unnatural. As a result, the number of people receiving compensation has almost doubled. So, if for six months 1830 medical workers received funds, then in the last few days there were 1665 more people. The same applies, as Nigmatulin Nurlan Zayrullayevich said, to the payment of compensation funds to the families of doctors who died from the coronavirus.

At the same time, the speaker of the parliament pointed out that the situation is complicated by the fact that most of the employees of the department have not received full confirmation from the local commissions and are not even in the applications, despite the fact that they died or were affected by the coronavirus. One of the reasons for this, according to Nurlan Zayrullayevich Nigmatulin, is the excessive bureaucracy at all stages of issuing compensation.

Thus, as Nurlan Nigmatulin explained, an epidemiological examination card, the form of which was approved several years ago, must be attached to the application for the transfer of funds. At the same time, the criteria available there do not fully take into account the specifics of the spread of the coronavirus, and the definition of nuances and descriptions significantly delays the timing of disbursement. Therefore, this became the basis for the resolution, which establishes the procedure for a one-time payment.

Nurlan Nigmatulin also devoted a few words to the work of the special regional commissions, which were not subject to any control. This was superimposed by the lack of constant supervision by the leadership of Kazakhstan, the special commission, which also negatively affected the speed of compensation payments. In addition, there was also room for bureaucratic legalism and even sabotage here, because only in five regions of the country the commissions were set up in April, and in three regions the process was completed only in August. The latter fact, as Nigmatulin Nurlan noted, is outrageous and speaks in favor of the disorder on the ground.
