On 28th April 2018, Saturday, Nation’s First IPS Officer (Indian Police Service) and Lieutenant Governor of Puducherry Kiran Bedi proclaimed an order for the Union Territory. The said order is meant to cessation the distribution of Free Rice to it’s various villages which are not free of open defecation and garbage.

Madam Bedi also twitted,” Linked free rice distribution to respective constituency MLAs and commune commissioners certifying villages ‘open defecation free’ and of strewn garbage and plastic. Free rice reaches out to more than half of the population, primarily in rural areas. This is the learning of the morning round today.”
Kiran Bedi also called on a Press Conference and issued Press Releases along with a letter to the Chief Minister stating clearly that free of cost rice distribution to poor would be ceased in the state from 31st May if villages desert to provide a ‘Clean Certificate’ from the Government. In the said certificate she intended to have a clear cut mention of Free From Open Defection and Garbage.
In the said press Release , she also reflected her anguish to have slow style of working on ‘SWACHH BHARAT MISSION’(Clean India Mission) .The Release of Bedi says “As such, in order to inculcate a sense of responsibility amongst the local community, we require to cast a duty upon the local community for maintenance of their localities clean and healthy”.
Lieutenant Governor, Kiran Bedi further mentioned categorically about the official order that she has issued the Food and Civil Supply Department of the state to screen rice distribution. Towards this order she intended to give all rural villagers a ultimatum of 4 week to make their respective villages clean and free from open defection.

Just after Kiran Bedi’s Press Conference the senior congress leader from the Union Territory term it as atrocious and break down of Fundamental Rights of the people.

Mr. Swami in this regard utters in Media,” In Puducherry, most of the rural villages are clean. There are problems in a few villages which we will concentrate upon. For that, the administrator, without knowing the implication of the instructions that she has given, is trying to meddle with the rights of the people for which she has no power. What Kiran Bedi has said is against the spirit of the National Food Security Act”.
Kiran Bedi still to reply the counter blast that she is collecting from her given decision.
