Have you attended a meeting that is boring? A boring meeting means there is no progress in terms of the agenda. An example is an agenda on the traffic problem. When the discussion goes round and round like an endless loop then that becomes boring and a waste of time. When that happens, some people would be going out for a smoke or a snack. Worse, some would be tinkering with the phone that is hidden between the knees.
It is not good when there is no argument in a meeting because it is like a shortage of ideas. But when the arguments get heated then that is also not a good situation to have an abundance of ideas. But what makes for a good meeting? Quick exchanges and quick agreement on proposals to move on. That kind of meeting would be the ideal.

i struggle with boring meetings sometimes. i actually have written a number of whitepapers and articles on communication patterns. Many of those make for tough meetings!
If you would have invited Duterte to the meeting, then the meeting would not have been boring
