The vanishing fire hydrants

In the olden days, every block in the main road and even secondary road has a fire hydrant. There is a law on that for the protection against fire. The hydrant is the means of the fire truck to get water especially during a disastrous fire.

But now it seems that the fire hydrant is only appearing in new roads particularly in the commercial areas. For the residential villages, I have not seen one fire hydrant. That is a risk when there is a fire. I wonder what happened to the law requiring the installation of fire hydrants.
