Stray animals should be neutered

The advocacy of an animal rights group here is the neutering of stray animals. First off, let us define what a stray animal is versus a loose animal. They say that a stray is an animal with no owner. Gee, that is rare in this case. A loose animal is one that is on the streets but with an owner.

Now this question – do we have to determine the animal if it is loose or stray before capturing it for the neutering procedure? That is one question that the group leader couldn’t answer. So the project remains pending.
