Most malls here allow pets as long as the pet is carried. The rationale is that the pet will not make a mess on the floor if it is carried. My take is to bring along tissue paper to pick up whatever mess the pets would make. We always bring along our dogs to the mall so we already know the norm.

I don’t think it is wise on the part of the people to bring pets to public places.
I rarely go to the mall and have no dogs.
In Israel you cannot take your pets into a store or a mall. You have to leave it outside. I leave my cat at home. . .
There are a few places in the US that allow Dogs. When we visit those places our dogs are happy to walk in.
But around where we live, no dogs allowed in.
Not many places allow dogs and pets. We have never taken us
The presence of dogs in the mall is not allowed here!
