Because both Carol and LaJenna has mentioned about the program, LunaPic, I decided to check it out! Well, its actually a simple “online image editor”.
There are various “pre-installed” effects and frames/borders that you could use. You could of course also change the colour or feel of images in just a few clicks. Its very easy to use and fun to explore around!
I added the “dollar bill” border and like how it turned out!

Isn’t that fun! I use PicsArt for almost everything on my phones and PaintShop Pro (if I get a chance!) for all the rest.

I haven’t tried the apps/programs you mentioned.
I usually don’t edit photos on my phone but I use Photoshop a lot on my PC. LOL
PicsArt does lots of things, but I mostly just use it as a collage maker and to annotate photos before sending them to friends.
I see, seems like image editing tool is becoming a must :p
