I Need History Help!

Several names of people on this site come to mind with history questions. I have read and studied and I am still confused. I need some clarification. Here is what I think I know! Emma Lazarus is the one who wrote the sonnet that are used in part for the Statue of Liberty. It was given to us as a gift. It was designed by French sculptor, Frédéric Auguste Bartholdi.

Here’s my question. Who decided what words should be on the statue? Did it go through government channels? Did Americans choose it? Were there several options? I really want to know.
