Most renowned gardens have labyrinths such as the one seen in the photo. They are made of plants that are ideally suited for hedging. Most use either Hornbeam or Yew. These are perennial and do well when they are kept in trim.
Getting in and out of mazes is a great sport and many a time one gets trapped in them when criminals take advantage of such situations.
