Chicon V refers to the World Science Fiction Convention for 1991. These conventions have been held almost every year since the first one in 1939. This is the fifth one to be held in Chicago hence, Chicon V.
I don’t know what character this is or which story she comes from.
Editing was done using ACDSee Ultimate 2019. I rotated the image slightly to straighten it and used the Clone option in the repair tool to get rid of a light switch that was sticking out behind her arm. Then I used the Skin Tune tool to correct for some of the effects of the lighting on her skin tone and applied the ‘Golden’ action from the New Effects collection.

the cosplayers will always tell you what their costume is
True, but I just don’t remember in this case. At a WorldCon there are just so many costumes.
I was at a local convention once which was at a hotel with a dinner theater attached to it. A couple had taken their young son to see the play and the hallway masquerade was in full swing when the play let out.
The boy wanted to take pictures and his parent wouldn’t let him. My wife went up to the couple and explained that the people put a lot of time, effort and money into their costumes and they would like nothing more than to have your son ask to take their picture. The parents relented and the kid had a blast.

Have never been to any of these but it would be interesting to see the costumes.
They are a lot of fun, especially if you are a fan of science fiction and fantasy. You can meet and talk with the authors. I met Jim Henson of Muppet fame at one.
