Beware of violating the quarantine rules

The quarantine rules are about wearing face mask, social distancing and having a quarantine pass. One guy with no quarantine pass was killed by the cop when the guy ignored the order of the cop to stand still. When the cop aimed his gun, the guy offered his hand for the cuffs but the cop insisted for the man to drop down. Still stubborn, the man ignored the yells of the cop so the cop shot him. Dead after 2 shots.

Now this question – what is the quarantine rules for? Isn’t it for the safety of the citizens? So why the need to kill when a citizen violates a quarantine rule? That is simply crazy. The implementation of the rules should be clear on the implementor and they should be given a full supply of common sense.
