Alcohol in public places

We went to the pet center this morning to have our 3 dogs take a bath in the grooming salon. The pet center is a small mall with pet shops of different kinds. I spotted an alcohol dispenser in one corner as can be seen in the picture. Anyone is free to use that alcohol.

I hope that the scientists and doctors are correct and accurate in their declaration that alcohol can instantly kill the corona virus a.k.a. covid-19. If that is so then the alcohol in the dispenser is a sure way to protect us from the virus.
