I saw this bread in a market near “Sadiq Masjid” in the city of Bahawalpur, a known city of Punjab, Pakistan. The local peoples of Bahawalpur call this bread as “Doli Roti”. This bread is almost hundred years old cultural souvenirs of Bahawalpur.
The major ingredients of this special bread are yeast, flour, fennel, sugar and oil. It is a very popular bread of the area and the peoples from all the age like this very much.

They look like deep fried fritters to me.
I don’t know about fritters.
I am not a huge fan of fennel so I would probably pass on the bread.
Fennel have a very good taste, also good for digestive system.
