Those ‘in charge’  realised the dangers of this bright, healthy and active  population.    

Various actions needed to be taken to insure those born in the 1970s  would not become as uncontrollable as those born in the late 1940s to 1960s.

The ‘Baby Boomers’,  born when their lives were important, and everything was done to insure they were the best and the brightest, might attempt to raise their children to be like them.  

Every possible aspect which nurtured this ability had to be eradicated.

It had to be done step by step in a way that these ‘Baby Boomers’ would buy.
