The result of a healthy, intelligent, active population was experienced by  those in power in the late 60s and early 70s.

This caused a shift in policy.

Those in power needed to ensure the next generation would not mirror their parents.

One must understand the terror those protesters caused those in power.

Many were sons and daughters of privileged or semi-privileged.  They were articulate, intelligent, not easily deceived.  

They knew more than many of the experts, and were not afraid of authority.

Those young people in the streets in the late 1960s, early 1970s were dangerous.   They could destroy the cankered system from which those in power profited.
