STRATEGIC PLANS OF ACTION FOR WASTE MANAGEMENT

India in the State of Haryana With a view to make strategies to combat waste management and effluent management issues in Haryana sub-region of the National Capital Region, a ‘Regional Conference on Environment ’ with the theme of ‘Development Must but, Environment First’ will be organised in Gurugram on 10 and 11 January 2020.

Many dignitaries including Chairman National Green Tribunal (NGT) Justice (Retd) Adarsh Kumar Goyal, Chairpersons and members of various monitoring committees formed by NGT and Experts from IIT Roorkee will deliberate in this Conference, which is being organized jointly by Haryana Institute of Public Administration (HIPA) Gurugram, Municipal Corporation Gurugram (MCG), Gurugram Metropolitan Development Authority (GMDA) and Haryana State Pollution Control Board (HSPCB).

According to Spokesman of the state government, after registration of participants, the Conference is scheduled to start at 10 AM on 10th January in HIPA Gurugram. On the opening day, there will be three Technical Sessions, running simultaneously in three different conference halls of HIPA from 11 AM to 1 PM. The smaller groups would deliberate using DPSIR framework (Driving Forces-Pressures-State-Impacts-Responses). Out of these, one Technical Session would be on ‘ Issues of Solid Waste Management in Haryana and NCR’, focusing on Management Issues of Municipal Solid Waste, Plastic Waste and C & D Waste – strategies for present and future.

The Breakout Session-2 will be on ‘ Issues of Hazardous Waste Management, Bio Medical Waste and E-Waste Management in Haryana and NCR – Need of the hour and vision for future’. Similarly the Breakout Session-3 would be on ‘Effluent Management – Present status of domestic and industrial effluent management – Gaps in the system – Significance of problems encountered and way forward’. Stakeholders from RWAs, Academia, Government & other organizations will participate in all these three Technical sessions. Engineers from MCG and other NCR districts of Haryana, UP, Delhi & Punjab have been invited to be part of these sessions.

On the second day of the Regional Conference, that is, on Saturday 11th January, Keynote address would be delivered by Justice (retd) Adarsh Kumar Goel, Chairperson, NGT while Justice (Retd) Pritampal Singh, Chairman of monitoring committee constituted by NGT would also express his views. In session one, to be chaired by Justice Pritampal Singh and Dr A C Pandey, Chairman of NGT Monitoring Committee for UP, Sh V Umashankar, Principal Secretary Urban Local Bodies, Haryana would give a presentation after compilation of outcome of previous day workshop’s recommendation and showcasing important achievements and strategies of Haryana. The representatives from Government of Delhi and UP would also give presentation on ‘Environmental Issues encountered, achievement and strategies for future’.

The Session-2 on Saturday would be Chaired by Justice (Retd) Jasbir Singh, Chairman, NGT appointed Committee for Punjab and Co chaired by Shri BS Sajwan, Member. River Yamuna Monitoring Committee (RYMC). The Success Stories and Innovative approaches from Urban and Rural Areas of Haryana adopted by various RWAs and Gram Panchayats would also be shared in this conference.

The government of Haryana has constituted a steering committee for organizing this two days regional conference in Gurugram. MCG Commissioner is Chairman of this committee while ADC, RO Gurugram (South Region) HSPCB at Manesar Shakti Singh, Chief Engineer of GMDA Sh Lalit Arora, Prof Bhuwan Kumar from HIPA are its other members and Regional Officer, Haryana state Pollution Control Board Gurugram (North) Kuldeep Singh is its Member Secretary.
