There must be a monitoring policy. Those who own the business, or are responsible for it, must, periodically check it.
Sending in a Troubleshooter may be a wiser choice than a personal visit.
If the Troubleshooter is a ‘tenant’ in the dorm, (in the previous articles) h/she will see exactly what is happening day to day.
Being one of the ‘tenants’ means s/he is exposed to exactly what others experience and make him/her privy to their feelings.
Being their, it is obvious that the Matron, appointed to a position but given no authority becomes demotivated.
Once demotivated the next step is the world of side money.
